SAM.gov auto-fill
Paste a SAM.gov opportunity link, a notice ID, or a solicitation number, then click Auto-fill.
Title, agency, notice ID, solicitation number, NAICS, set-aside, due date, and the point of contact are filled from that notice, and attachments are saved when SAM.gov provides them.
Estimated value is often blank on SAM.gov, so type it yourself. You can type any field. If this server has no SAM.gov key, Auto-fill says so and the form still saves.
Auto-fill does not build the matrix. After you save the opportunity, open Documents and click Generate. That first successful matrix is what counts against the plan.
Solicitation files and amendments
Upload the solicitation, the PWS or SOW, amendments, and spreadsheets on the Documents tab.
PDF, Word, Excel, text, and a zip of those files are read here. Set a file's kind to Amendment when that is what it is.
Generate reads the files on this tab. A proposal draft uploaded on Draft Review stays in the list and is not treated as the solicitation.
Export a copy before you regenerate. Regenerating replaces the working matrix, and the new rows are open.
Generate the matrix
Generate reads the files on the Documents tab and proposes requirement rows. The rows can be wrong, so a person reviews them before anyone relies on them.
The first successful matrix counts as one opportunity. Generating again does not count again.
You can leave the page while it runs. Come back and the matrix is there when it finishes. The sample opportunity does not generate.
When this server has an xAI key, the text of the uploaded files is sent so the sentences can be labeled as requirements. Citations and page numbers come from the documents. Without that key, Generate does not send the documents to a model.
Section reference and citation
The Section column is the solicitation reference, such as L.4.2. The ID column is this app's row id, such as R-001.
The line under the requirement is the citation: the file and the page the row came from.
Rows are shown in document order. A requirement you add is placed by its section reference.
Correct a wrong section or citation from the row. The correction keeps who changed it and when.
Row detail
Click a row to open it. You can correct the section reference, the requirement, the type, and the citation. The change keeps who made it and when, and the row is marked user-edited.
Open an issue, close it, or reopen it. A comment is a note for the team. It does not pass or fail the row, and it does not close the row.
New requirement adds a row the extractor missed. It is marked user-added, given an id such as U-001, and placed by its section reference.
Issue open and closed is the issue, not the row. The row's own status is separate. History lists each of those events and keeps them.
Open and closed
A row stays Open until a person closes it. Close records who did it and when. Reopen clears the current stamp and keeps the prior close in History.
Pass closes the row. Fail keeps it open. If a later draft changes that text, the row reopens automatically for re-review.
Generate, reading a draft, amendments, and imports do not close a row. A changed draft is the only automatic status action, and it only reopens.
Older status words load as Open unless someone has closed that row in this app. Reopening clears the current stamp and leaves a history entry for who closed it and when.
Draft upload
Write the proposal in your own tools, then upload the draft here. PDF, Word, and text files are read. The app does not ask you to type the answer.
Each draft is mapped side by side with each requirement. The software makes no content judgments. When nothing lines up, the row says "No matching text found in this draft."
A person marks Pass or Fail per row. Pass closes the row. Fail keeps it open.
Up and Down arrow keys move to the previous or following requirement, except while the cursor is in a text field.
Pass closes the row. If a later draft changes that text, the row reopens automatically for re-review. Only a person can close a row.
What changed between drafts
Struck-through words were in the previous covering excerpt and are not in the latest one. Highlighted words are new.
A different excerpt after you passed or failed that row is flagged as changed since your pass or fail.
If a later draft changes that text, the row reopens automatically for re-review. The prior close stays in History.
The struck-through text is the excerpt from the earlier draft, or the excerpt saved when the row was closed. It is not a second status.
Writer's Report
Writer's Report downloads a Word file of open requirements only. The first line says how many are open out of the total, and closed rows are omitted.
Each requirement shows its id, section, category, and the full citation, then every comment and issue with who wrote it and when.
Each draft shows the latest Pass or Fail when someone has marked one, plus the mapped text. A reopened row is marked REOPENED, with who, the date, and the reason when one was recorded.
The file uses the rows already on screen. It does not read the solicitation again.
Exports
CSV, Excel, Word, and PDF download the matrix on screen. They do not read the solicitation again.
Excel and CSV add columns for edited rows, user-added rows, and open issues. Word and PDF keep the matrix and list those notes after it.
The status column is Open or Closed.
Each page is stamped with the time it was generated and the page number.
Opportunity count
The counter is how many opportunities have had a matrix generated, against the plan limit.
The free trial is 2 opportunities in 14 days. Starter is 5 a month. Pro is 20 a month.
The first successful Generate counts. Generating again does not. The sample does not count. An extra opportunity is $15 when the allowance is used up.
Billing shows the same count, plus any extra opportunities you have bought.
Plans
The free trial is 2 opportunities for 14 days, with no card. Starter is $49 a month or $490 a year, for 5 opportunities a month. Pro is $149 a month or $1,490 a year, for 20 a month.
Card payments go to Stripe. RFPTriage does not see the full card number.
Cancel on Billing keeps access until the end of the current period, then the account returns to the free trial. Draft Review is included on every plan.
An extra opportunity is a one-time $15 charge. It does not change the subscription.
Sample opportunity
The Turkey hazardous waste solicitation is a precomputed example from the public SAM.gov package.
Opening it does not use a trial opportunity, and Generate stays off.
Edits in the sample stay in this browser tab and reset when you reload.
Use it to walk the matrix, Draft Review, and the exports before you spend a trial opportunity on your own notice.
How review works
Write your proposal in your own tools (Word, Google Docs, SharePoint), then upload each draft here.
Each draft is mapped side by side with each requirement. The software makes no content judgments. When nothing lines up, the row says "No matching text found in this draft."
A person marks Pass or Fail per row. Pass closes the row. Fail keeps it open. Every action is recorded in the row's history.
Pass closes the row. If a later draft changes that text, the row reopens automatically for re-review. Only a person can close a row.
Hide the panel when you know the steps. This browser remembers that choice for your account. The question mark opens this short explanation again, and this page is the longer one.
