From a SAM.gov notice to a matrix you can hand a writer

Create an opportunity, upload the solicitation, generate the matrix, pass or fail each requirement, and export. Generate reads the files in this app. You still review every row before anyone relies on it.

  1. 1. Create the opportunity

Click New Solicitation. Paste a SAM.gov opportunity link, a notice ID, or a solicitation number, then click Auto-fill. Title, agency, notice ID, solicitation number, NAICS, set-aside, due date, and the point of contact come from SAM.gov, and attached solicitation files are saved when SAM.gov provides them. Estimated value is often blank on SAM.gov, so type it in yourself. If this server has no SAM.gov key, Auto-fill says the key is not configured and you can still type the fields.

  2. 2. Add the documents

Open the opportunity and go to the Documents tab. Upload the solicitation, the PWS, amendments, and spreadsheets. PDF, Word, Excel, text, and a zip of those files are read here. Then click Generate. The run keeps going if you leave the page; come back and the matrix is filled in when it finishes.

  3. 3. Review the matrix

The Matrix tab is the master record. Click a row for its section reference, requirement, citation, and type, and for the draft excerpt lined up with it. Correct the section, requirement, type, or citation there; the change is kept with who made it and the row is marked user-edited. Open an issue, or leave a comment that does not pass or fail the row. New requirement adds a missed row, marked user-added and placed by section reference. The first successful generation is what counts against the plan. Regenerating after an amendment does not.

  4. 4. Run Draft Review

Write the proposal in your own tools. On Draft Review, upload the draft file. Each draft is mapped side by side with each requirement. The software makes no content judgments. The row shows the covering excerpt and where it sits in the draft, or says that no matching text was found. A person marks Pass or Fail per row. Pass closes the row. Fail keeps it open. If a later draft changes that text, the row reopens automatically for re-review. Only a person can close a row. Every action is recorded in the row's history. The app does not take a typed proposal answer.

  5. 5. Catch changes after a row is closed

Upload the next draft. The covering excerpt is compared with the previous draft, and removed words are struck through. If a later draft changes the text on a closed row, the row reopens automatically for re-review and History keeps who closed it and when. Pass closes the row again only when a person marks Pass. Nothing in the upload closes a row.

  6. 6. Handle the amendment

Add the amendment on the Documents tab. Rows the amendment replaces show on the Superseded tab so nobody keeps writing to the old paragraph. Export a copy of the current matrix before you replace it.

  7. 7. Export

The Export tab downloads the matrix you are looking at: CSV, Excel, Word, and PDF. Excel and CSV add columns for edited rows, user-added rows, and open issues. Word and PDF list those notes after the matrix. Writer's Report is a separate Word file of the open requirements only, with the citation, comments, issues, and the latest Pass or Fail on each draft. Generation has to have produced rows before export has anything to send.

Plans and the opportunity counter live on Billing. Questions go through the contact page.
